The 15-Year Rule: When You Can Sell a Housing Loan Home in Qatar
In Qatar, you are allowed to pay off your housing loan early. However, you cannot sell the property until 15 years have passed and the loan is fully paid, as stated in Article 10 of Law No. 2 of 2007. This guide will walk you through both timelines, explain the rules for heirs, and help you check your own 15-year date.

If you are a Qatari citizen with a housing loan, there are two important deadlines to remember. You can pay off your loan early whenever you like, but you cannot sell your home at any time you choose.
The law sets a fifteen-year period before you can sell or transfer the property, and paying off your loan early does not change this rule. We looked at the legal text and QDB’s guidance to help explain how these two timelines work.
What Article 10 of the Housing Law says
This rule comes from Article 10 of Law No. 2 of 2007 on the Housing System, which is published on Almeezan. The English version is shown here, but the Arabic text is the official version.
It shall not be permitted for the beneficiary to dispose of the land or the house or the residential unit in any way, or create any right in rem principal or consequential thereupon, before the expiration of a period of fifteen years from the date he received them, and repayment of the loan and its installments in full, unless he submits the appropriate security, approved by the bank.
Any disposition or contract contravening these provisions shall be deemed absolutely null and void. Such disposition or contract may not be registered and shall have no legal effect for the contracting and third parties.
The prohibition referred to applies equally to the heirs of the beneficiary.
In short, this article does three things. First, it blocks any sale, gift, or mortgage of the land or home until two things happen:
- Fifteen years have passed since the beneficiary got it
- The loan is fully paid off
The only exception is if the beneficiary gives security that the bank accepts.
Second, if anyone breaks this rule, the action is totally invalid, cannot be registered, and has no legal effect for anyone.
Third, the same rule applies to the beneficiary’s heirs, so it still counts if the property is inherited.
You can settle the loan early, the fifteen years run regardless
You can pay off your loan before the scheduled end date. QDB says you do this by paying the remaining balance to the bank. After that, the bank will give you a letter to release the mortgage.
This letter matters because the law gives the bank certain rights over the property until the loan is fully paid. For more details about repayment, see our guide on amounts, fees, and monthly payments.
Paying off your loan early does not lift the restriction on selling or transferring the property. QDB makes it clear that this rule lasts for the full fifteen years, even if you finish paying early.
If you want to sell during this time, you need approval from the Ministry of Social Development and Family.
