How to File a Complaint Against a Real Estate Broker in Qatar

In Qatar, complaints about real estate brokers, as well as complaints made by brokers, are handled by the Real Estate Brokers Affairs Committee at the Ministry of Justice.

The process is simple. Write a complaint letter, attach your documents and evidence, and deliver everything to the Central Archive Section at the Ministry of Justice building. Unlike licensing or renewals, this process is done on paper, not through the broker’s online portal.

This guide explains how to file a complaint, what happens to the broker after you file, and what steps brokers can take if a violation is issued against them.

Start by checking the broker’s license.

Before you do anything else, make sure the person you dealt with is a licensed broker. The Ministry of Justice publishes a list of licensed brokers.

If someone is working as a broker without a license or during a suspension, it is a crime under Article 24 of Law No. 22 of 2017.

This can lead to up to three months in jail, a fine of up to QAR 100,000, or both. Non-Qataris may also be deported, and the court must publish the judgment on the ministry’s website.

Who Handles Complaints

According to Article 11, the Committee is responsible for hearing complaints from or against brokers, handling appeals against department decisions, estimating broker fees when they are not set or are disputed, and disciplining brokers.

The Committee is based at the Ministry of Justice next to the Real Estate Brokerage Department.

How to File a Complaint

• Write a letter addressed to the Real Estate Brokers Affairs Committee. In your letter, explain what happened and what you are requesting. If a brokerage company is filing the complaint, the responsible manager should sign the letter.
• Attach all applicable documents and evidence to your complaint. This includes the brokerage contract if you have one, as well as receipts, advertisements, and any messages.
• Submit your complaint and documents to the Central Archive Section at the Ministry of Justice building.

Disputes Over Fees

Disagreements about broker fees are common, and the Committee handles these cases directly.

There are three important rules to know:

• The broker only earns a fee if their mediation leads to a contract;
• If the deal falls through because of the client, the broker can ask the Committee for reasonable compensation for their work;
• And no fees are owed if the brokerage engages in a contract that violates the law.

What Happens to the Broker

If a broker breaks the law, violates ministry decisions, or does not follow professional rules, they face disciplinary action. The process includes several safeguards to guarantee fairness.

• No penalty can be given until a written investigation is completed. A legal officer from the ministry, with department approval, conducts the investigation. The broker has a chance to be heard, and the investigator submits a detailed report to the Committee.
• The Committee must schedule a hearing and notify the broker at least 10 days in advance. The Committee can suspend the broker from work for up to three months during the proceedings. All sessions and discussions are confidential, and the Committee must explain the reasons for its decisions.
• There are three possible penalties: a reprimand, suspension of the broker’s license for up to one year, or permanent cancellation of the license. If the license is suspended or cancelled, the Committee must publish the decision on the ministry’s website.
• The Committee informs both the department and the broker of its decision within 15 days. Both parties have the right to appeal the decision to the Minister.

Some violations are considered crimes, not just disciplinary issues. For example, if a broker reveals confidential information about a deal and it harms the parties involved, they can be fined up to QAR 20,000.

The responsible manager should write a letter requesting settlement and deliver it to the Central Archive at the Ministry of Justice building. It is important to file this request as soon as the violation is issued.
