MoJ Approvals in Qatar: Exhibitions, Auctions and Overseas Property
To hold a property exhibition, run a real estate auction, or market overseas property in Qatar, you must first get approval from the Ministry of Justice. This guide shows you which documents are needed for each request and how to apply through the Real Estate Brokers Portal.

If you plan to hold a property exhibition, real estate auction, or promote property located outside Qatar to buyers in Qatar, you need to get approval from the Ministry of Justice before you begin.
Submit your request through the Real Estate Brokers Portal and attach the required documents. Since these activities constitute real estate brokerage under Law No. 22 of 2017, only licensed brokers may apply.
Why do you need approval for these events?
The law explains that brokerage is more than just connecting buyers and sellers.
Promoting property and holding real estate auctions are also considered brokerage activities and must follow the rules set by the Minister of Justice.
The law also does not allow you to engage in any brokerage work or to advertise a property for sale or rent until all paperwork is complete.
You need a written brokerage contract that names the parties, describes the property, and sets the terms and fees. This contract is the main document for all the requirements listed below.
Required documents for exhibitions and auctions
A property exhibition shows a project or several properties for sale at one location. A real estate auction sells property to the highest bidder at a public event. For both, the ministry needs title deeds for the project and the properties being offered.
- Encumbrance certificate: This official paper shows any restrictions or financial rights on the properties, such as mortgages or claims.
- No-dispute certificate: This document, issued by the relevant authority, confirms the property is not involved in any legal disputes.
- Brokerage contract: Both the broker and the property owner need to sign this agreement for the exhibition or auction.
- Preliminary venue booking: You must show proof that the event venue is booked.
- If the properties are in areas where sales require prior approval, you must obtain permission from the supervising authority.
- Broker’s undertaking: The broker must provide a statement with the event’s date, duration, and venue.
- Recent valuation: For property outside Qatar, you need a valuation from an accredited valuer in the property’s home country. The valuation must be less than six months old on the display date.
For auctions, the ministry requires all documents to be attested by the relevant authorities.
How Do You Get a Permit to Market Overseas Property in Qatar?
This request requires the most documents because promoting property located outside Qatar to buyers in Qatar means they would purchase under another country’s legal system.
To protect buyers, the ministry requires proof and documentation at every step.
- Title deeds: Give the title deeds for the project or properties being promoted, along with the original ownership documents or official copies.
- Encumbrance certificate: This official document lists any restrictions or financial rights on the properties being offered.
- Attested encumbrance certificate: This is a second certificate, notarised and attested by the relevant authorities in the property’s country and by the Qatar embassy there.
- Foreign ownership conditions certificate: This document, issued by the relevant authority in the property’s country, explains the conditions for foreign ownership.
- Proof of legal standing: Provide official documents that show your legal capacity and your connection to the properties being offered.
- Template sale contract: This contract must explain the ownership rights the buyer will receive.
- Recent valuation: Get a valuation from an accredited valuer in the property’s home country. It must be less than six months old on the display date.

- Log in to the Real Estate Brokers Portal on the Ministry of Justice website.
- Choose the type of request: exhibition, auction, or promotion of property outside Qatar.
- Attach the required documents. The system will show you the list needed for each type of request.
What buyers need to know
If you attend a property exhibition or auction in Qatar, or receive an offer for an overseas project, make sure the event has Ministry of Justice approval.
For approved events, ask the broker for supporting documents like title deeds, a no-dispute certificate, a recent valuation, and, for overseas properties, proof that foreigners can own them.
