How to Renew a Real Estate Brokerage License in Qatar (Steps & Fees)

In Qatar, a real estate brokerage license is valid for two years.

To renew it, visit the Real Estate Brokers Portal on the Ministry of Justice website, select the renewal option, upload your documents, and pay the fee online.

Send in your renewal application during the month before your license expires. If you miss this window, the Real Estate Brokerage Department may still accept your application for up to three months after it expires, only if you have a valid reason.

Article 2 of Law No. 22 of 2017 prohibits practicing brokerage without a valid license, so you cannot keep working while your license is expired.

When to renew

• You should submit your renewal request in the month before your license expires.
• If you miss the deadline, the department might still accept your application within 3 months of your license expiration date if you have a good reason. Aim for the month before expiry as your deadline.
• While you wait for a decision, the same rules that apply to new applications apply. The department has 15 days to respond and must explain its refusal. If you do not hear back within 15 days, it will be considered a rejection, and you may appeal to the Real Estate Brokers Affairs Committee within 60 days.

Steps and documents

1. Visit the Ministry of Justice website, choose E-services, and open the Real Estate Brokers Portal.
2. Choose the renewal request option.
3. Upload the required documents.
4. Pay the required fee online through the portal.

The documents:

• Commercial registration (CR): It should list only brokerage activities. If your CR includes other activities, your renewal could be delayed, so update it before you apply.
• Trade license.
• Establishment card: This official card identifies your company.
• QID of the Qatari manager in charge.
• A good conduct certificate that is valid on the date you submit your application.
• An employer statement that is valid and covers the last three years.

Renewing the company’s commercial registration

Renewing your commercial registration is a separate process from renewing your license. Brokerage companies need clearance from the Ministry of Justice before the Ministry of Commerce and Industry will renew their commercial registration.

The broker needs to write a letter to the Real Estate Brokerage Department and deliver it to the Central Archive Section at the Ministry of Justice building.

The department will then send a no-objection letter to the Ministry of Commerce and Industry to allow your commercial registration renewal to proceed. This step is done on paper, not online, so start early before your CR expires.

Keep the license valid between renewals

Under Article 23 of the law, the department may suspend the license for up to 3 months if the licensee breaches the law or its implementing decisions.

The Real Estate Brokerage Department can also cancel the license entirely if the licensee fails to meet any of the licensing conditions in Article 3, for example, if the Qatari partners’ share drops below 51% or the office no longer meets the required specifications.

If that happens, you can appeal the suspension or cancellation to the Committee within ten days of being notified. The Committee decides within 15 days, and its decision becomes final once the Minister approves it.

Remember also that your office must stay compliant with the Minister of Justice Decision No. 3 of 2020 for the full license term.

Opening a branch

A brokerage company can license a branch through the same portal.

Submit your request through the portal and attach the trade license and lease contract for your new office.

Inspectors from the department will verify that the new location meets the requirements set out in Decision No. 3 of 2020. Your practice card shows your business address, so keep this information up to date.
